    Urging the United States Congress to support the granting of                                    
    official Observer Status to the Republic of China at the World                                  
    Health Assembly Annual Conference to be held at Geneva,                                         
    Switzerland, in May 2003, and to support negotiation of a free

 Insert "WHEREAS the Republic of China is aware of the United                                     
States' continuing international concerns with bonded or forced child                               
labor, the rights of workers to organize, the elimination of the use of                             
child soldiers, international environmental degradation, and worker                                 
and product safety standards; and"                                                                  
                                                                                                    
Representative Cissna moved and asked unanimous consent that                                        
Amendment No. 2 be adopted.

withdraw Amendment No. 2.  There being no objection, it was so
